Foley Considers Zoning Changes and RV Rules

Foley City Hall

Foley, Ala. – (OBA) – As part of the agreement for the Alabama Department of Transportation to buy the Foley Beach Express toll bridge, Foley is turning over maintenance of its portion to the state.

Since the expressway and toll bridge were built, Foley was responsible for maintaining the roadway from its beginning at State Route 59 to its intersection with County Road 12. As part of the purchase agreement, this portion will be taken over for maintenance by the state as part of an extended State Route 161.

During the Foley City Council joint regular/work session on May 6 at 4 p.m. in council chambers at city hall, the council will consider termination of the maintenance agreement and transferring the roadway to the state.

During the meeting, the council will:

  • Conduct a public hearing on an amendment to the zoning ordinance concerning recreational vehicles or camping trailers, boats and utility trailers.

  • Have a public hearing on a rezoning request from Grey Contracting of Greenville to change 10 acres located east of James Record Road and north of County Road 12 to residential single-family and duplex. In March, the city planning commission gave a favorable recommendation for the change.

  • Consider a proclamation declaring May as Mental Health Month in Foley.

  • Hear a proclamation honoring Robert Schreiber for his 24 years of service on the Foley City Council and for his time serving on the Riviera Utilities Board.

  • Hear a proclamation declaring May as National Preservation Month in Foley.

  • Have an introduction and first reading of an ordinance to establish a Revenue Directors Authority. No other details were in the agenda on this item.

  • Consider a retail liquor license for Mugshots Grill and Bar.

  • Discuss amending the pay classification plan for several city departments.

  • Increasing the budget for the purchase of a Caterpillar bulldozer for $388,496 and receiving $61,000 for the trade-in of a John Deere bulldozer.

  • Discuss revising the façade improvement grant application process for commercially zoned properties in the city’s National Historic District and Main Street District.

  • Consider accepting a grant from Rep. Francis Holk Jones for the Nature Parks Department for $2,600.

  • Discuss waiving fees for Morning Star Baptist Church to have a May Day event in Beulah Heights Park on May 18 from 9 a.m.-10 p.m.

  • Consider a contract for disaster debris removal and disposal services with D&J Enterprises. A second contract for debris monitoring services with Tetra Tech will also be considered.

  • Discuss a resolution on Foley Library policies and procedures.

  • Consider awarding the bid for the new Public Works Complex building to Crucible Construction for $10.6 million.

  • Consider setting a public hearing to declare weeds at 602 W. Marigold Avenue a public nuisance and ordering its cleanup.

  • Discuss appointing Renetta McGowin as a regular member to the Personnel Action Committee and Mark Jones as an alternate member.

  • Consider going to bid for a pole barn for the Foley Sports Tourism multi-use fields. Another item for consideration will be the screening and doors for pavilions at the multi-use fields.

  • Discuss an extension for Scuttlebutt’s façade grant.

  • Consider completing sidewalks at the Foley Event Center and bringing them into compliance with the Americans with Disabilities Act for $25,000 with the work being done by James Bros. Excavating.

  • Discuss approving the use of Max Griffin Park for American Legion Post 99’s Memorial Day ceremony on May 27.
