Foley Considers New Infrastructure Rules and Public Event Program

Foley Council Reviews Budget Increases and Grant Approvals

Foley, Ala. – (OBA) – Plans are being made for a future apartment development along the new South Juniper Street extension in a project on a 50.48-acre site on both sides of Juniper after it makes its turn west to meet State Route 59.

 

In July, the owners of Doc’s Seafood Shack and Doc’s Steaks and Seafood in Orange Beach went before the Foley Planning Commission asking for a site plan for a new Doc’s in the southeast corner of South Juniper Street and County Road 20 of Miflin Road.

 

At its 4 p.m. council regular/work session on Sept. 3, the council will hear an introduction and first reading of an ordinance to rezone the property from an extended business and planned development district to a planned unit development instead. The council will also set a public hearing date on the rezoning.

 

During the meeting, the council will also:

  • Declare Sept. 17 as National Voter Registration Day in Foley.
  • Hear an introduction and first reading of an ordinance to require a permit to perform work within public rights of way. The council will also discuss two resolutions on the new rules and setting a fee schedule.
  • Hear an introduction and first reading of an ordinance to consent to the transfer of a Riviera Utilities parcel of land.
  • Discuss a franchise agreement with Hotwire Infrastructure Group to use city rights-of-way for transmission and internet services.
  • Consider a budget increase for Public Works for building maintenance at $2,000, a dumpster at $2,000, travel and training at $3,000 and fueling station expenses of $8,000.
  • Discuss waiving the fees for Heritage Park for a festival by Show Baldwin Inc. on Oct. 12 in a fundraiser for special needs individuals.
  • Consider approving applications for two FFA/Alabama Department of Transportation airport improvement projects and an airport infrastructure grant. The city is applying for $71,556 in a federal improvement project to build access taxi lanes with the city and state each providing matches of $1,883 for a total of $75,332. The infrastructure grant will be for reimbursement of construction costs for a T-hangar building with the federal portion $159,000, and the state matching with $8,833 and the city $8,834 for a total of $176,667.
  • Discuss waiving fees for the use of the Foley Civic Center for training for Riviera Utilities training.
  • Discuss waiving fees for the civic center for the Baldwin County Master Gardner and the Alabama Cooperative Extension System Program for 4-H.
  •  Consider hiring American Benefit Administrators to manage the city’s flexible spending account beginning on Jan. 1.
  • Discuss a resolution approving a retirement performance award.
  • Discuss accepting a grant from Rep. Jerry Carl for the police department for $726,000 to help pay for a new body scanner, ATV trailer, a bloodhound K-9 and crime scent mapping system, among other things.
  • Consider reappointing Johnny Inzer to the Industrial Development Board.
  • Discuss spending $80,000 to put pipes in a ditch, cover it and place a gravel parking lot over it. The agenda didn’t say where the ditch was located.
  • Consider approving and amendment to the pay classification plan in the Sanitation and Street departments.
  • Discuss accepting a donation of $9,674 to the fire department to be used in the small tools account.
  • Consider approving an agreement with the Emerald Coast Utilities Authority and the city to accept and process recyclables.
  • Consider an amendment to the personnel adjustments in the fiscal year 2024 budget.
  • Discuss approving going to bid for electrical upgrades at Heritage Park for $235,700.
  • Consider transferring money from capital purchases to capital projects to cover increased costs to install a new generator upping the cost by $10,000 to total $40,000.
  • Discuss the purchase of a 1941 N3N Navy biplane two-seater trainer for $100,000.
  • Consider adopting fiscal year 2025 budgets.
  • Discuss setting a public hearing declaring weeds at 410 Oakleigh Circle as a nuisance and ordering its cleanup.
  • Discuss creating a program of public events to increase community outreach and engagement.
  • Consider granting a tax abatement to Point Broadband.
  • Discuss reappointing Gary Hellmich to the Construction Board of Adjustments and Appeals.
  • Discuss approving the purchase of city of Foley challenge coins. The city would like to buy $500 of the coins at a total cost of $1,845.
