Foley Council to Discuss New Sidewalk Projects and Entertainment District

Foley Council Reviews Road, Park, and Event Improvements

Foley, Ala. – (OBA) – Foley will discuss several items on new sidewalk construction and maintenance of existing sidewalks during a joint regular/work session in tonight's city council meeting.

 

One of the projects will be on Cedar Street to connect existing sidewalks at Mel Roberts Park to Fern Avenue for $133,746 to James Bros. Excavating. Phase two of that project will expand the sidewalk from Fern to Peachtree.

 

A new section of sidewalk will be added along Hickory Street and also go to James Bros. Excavating for $73,322.

 

Lastly, the council will discuss bringing sidewalks in Ashford Park up to ADA standards again using James Bros. Excavating for $57,668.


The meeting will take place on Aug. 5 at 4 p.m. in council chambers at city hall.

 

During the meetings, the council will also:

  • Have two public hearings concerning nuisance weeds at 919. W. Michigan Ave and 1810 S. Ceader Street and consider resolutions allowing city staff to enter each property to clean them up.
  • Discuss approving wayfinding signs on the recommendation of the Planning Commission which voted unanimously voted for the plan.
  • Consider an offer from Baldwin County to acquire city property for construction of traffic signals at the intersection of County Road 65 and County Road 26. The county needs about .039 acres at the site and is offering the city $8,867 for the right of way.
  • Discuss amending a city ordinance to create impact fees on new developments in Foley.
  • Consider an ordinance establishing an entertainment district in the downtown area along U.S. 98 for two blocks west of McKenzie Street or State Route 59 with the north boundary being West Rose Avenue and the south boundary being West Myrtle Avenue. OWA Parks and Resorts is already a designated entertainment district in Foley and Orange Beach has two, one at The Wharf and one that combines Perdido Beach Resort and San Roc Cay. Several larger cities in Alabama also have designated entertainment districts. 
  • Discuss approving funds to replace the T-hangar building door track for $27,938 from S.C. Stagner out of Saraland.
  • Consider resolutions reappointing Kenneth Underwood to the Museum Advisory Board, reappointing Keith Jiskra to the Board of Adjustments and Appeals and reappointing Joshua Roberts to the Foley Revitalization and Beautification Advisory Board.
  • Discuss approving the installation of a new transformer and meter for the new soccer fields on U.S. 98 for $56,693 from Riviera Utilities.
  • Discuss approving a sponsorship for the South Baldwin Literacy Council on behalf of the Foley Library.
  • Consider authorizing the mayor to sign a letter of intent to buy a 2024 ROBO FIFTI remote-controlled mower for $99,322.
  • Discuss approving the purchase of a 2024 Ford Expedition for the Infrastructure and Development Department for $51,965. Only $50,000 was in the budget for the new vehicle and staff is asking for an additional $1,965 to complete the purchase.
  • Consider a request for a new pool pump at Max Griffin Park for $8,051.
  • Discuss approving solar lights at the intersection of North Pecan Street and Fern Avenue from Solar Lighting International for $4,700.
  • Consider amending the pay classification plan for the Municipal Complex.
  • Discuss spending $5,300 to have a T-28B training airplane inspected to see if it can be moved from Washington, D.C. to Foley. It once operated at Barin Field which is south of U.S. 98 and east of the Foley Beach Express. If it is movable, the Navy will assign it to the city and avoid demolition of the plane.
  • Consider moving forward with a request for permission to make an emergency repair to the Post Office roof for $95,981 to be done by Amerson Roofing.
  • Discuss setting public hearing dates to declare weeds at 9475 Hickory St. and 20271 Keller Road and ordering cleanups at both sites.
  • Consider approving a proposal from Gonzalez-Strength to design a public road near the corner of Miflin Road and the Foley Beach Express for $1,782.
  • Discuss approving the transfer of money from IT and Revenue to the capital purchases account to buy sales tax software for $15,500 from CitizenServe.
  • Consider a resolution to accept the Planning Commission’s amendments to city subdivision regulations.
  • Discuss increasing the operating budget for the Nature Parks Department. No further information was listed in the agenda.
  • Discuss accepting a bid recommended by Thompson Engineering to resurface and expand the Foley Event Center parking lot for $404,919 to R&S Paving & Grading. Thompson’s fee is $77,800 for design and seeking bids for the project.
  • Consider the transfer of funds from the operations budget to the Beulah Heights Park project to add a grinder pump to the bathroom building and bring sidewalks up to ADA standards.
  • Discuss approving the use of Heritage Park for the 2024 Society of Black Hats Foley Witches Ride event and after-party on Oct. 26.
  • Consider waiving fees for the use of Heritage Park for the Well Church to have a back-to-school community event on Sept. 14.
  • Consider waiving fees for the use of Heritage Park for the Foley Lions Club Le Tour de Foley bicycle ride on Nov. 16.

Dauphin Island Beach Renourishment Meeting Scheduled for March 6
