Foley City Council to Discuss $7.9M Road Bid at Monday Meeting

Foley, Ala. – (OBA) – The Foley City Council will receive a report on bids let by the city in March including the bid for improvements to the intersection of County Road 12 and the Foley Beach Express to Mobile Asphalt Co. for $7.9 million.

 

The council will meet in a joint work/regular session on April 15 at 4 p.m. in council chambers at city hall.

 

Other bids in the report include the purchase of a truck for the Horticulture Department for $47,980, the installation of utilities and general oversite for the Beulah Heights bathroom building for $30,965 and one for vegetation and pest management to Invasive Management Services for $9,892.

 

During the meeting, the council will also:

 

  • Have a public hearing on a rezoning request by Crimson Land Development to change from extended business district to residential multi-family at 212 E. Michigan Avenue directly east of Gelato Joe’s. The proposed change received a unanimous favorable recommendation from the planning commission on Feb. 21.


  • Have a public hearing on an ordinance change to rezone property owned by Fikes Wholesale from extended business and light industrial to planned unit development located east of North McKenzie Street and north of East Berry Avenue. The proposed changed received a unanimous favorable recommendation from the planning commission on Feb. 21.


  • Consider approval of bills paid by the city in March totaling $6.7 million.


  • Hear a report on taxes and fees collected in March including $3 million in sales taxes more than $300,000 over 2023 and $400,000 more than budget projections. In lodging taxes, the city collected $124,000 or $12,000 less than in 2023 and $12,000 more than budget projections. Foley collected $341,837 in building permit and plan revenue compared to $135,011 collected in 2023 and $175,000 over budget projections.


  • Receive a report from Community Development showing 58 permits were issued in March for single-family dwellings with a valuation of $17.9 million, 74 new multi-family rentals with a valuation of $15.4 million and one new commercial building permit with a valuation of $1.1 million.


  • Receive a report from the police department showing 219 inmates were processed through the city jail in March, 14 arrests for shoplifting, nine arrests for theft, eight for simple assault resulting from domestic violence and six arrests for simple assault. There were five death investigations during the month and there were 2,193 calls for service.


  • Review a report from the fire department showing crews responded 55 times to assist an invalid, 35 times for medical assists, 33 vehicle accidents with no injury and 16 with injuries and 28 times crews were called out but canceled en route.


  • Discuss an amendment to the ordinance concerning “health and safety” in city codes.


  • Consider adopting the Baldwin 911 address and street name standards in the city.


  • Discuss paying for a drug counselor for the Dream Center for two years.


  • Consider setting a public hearing date to declare weeds at 607 E. Orange Avenue a nuisance and ordering its cleanup.


  • Discuss increasing the VISA car limit and issuing three new credit cards.


  • Consider amending the fiscal year 2024 budget to make adjustments.


  • Discuss approving the use of Aaronville Park by Vanessa Williams and Our Children Do Matter for a two-day Juneteenth celebration.


  • Discuss approving an application for the fiscal year 2025 Gulf Coast Resource Conservation and Development Council grant.


  • Consider declaring two vehicles in the Sanitation Department and the Street Department as surplus.


  • Consider appointing Michael Dugger to the Riviera Utilities Board.


  • Consider approving a land surveying proposal from Goodwyn Mills Cawood for the right-of-way on the west side of the Foley Beach Express across from the Industrial Park for $7,000.

 

  • Discuss approving funds for four sidewalk projects near Foley Elementary, Mathis School, Foley High School and on State Route 59 for $180,000.

 

  • Discuss installation of new lighting and monthly service for the East Jessamine Avenue extension from Cypress Street to Chicago Street.

 

  • Consider appointing council member Vera Quaites to the Foley Education Advisory Committee.

 

  • Consider approving the façade grant for AT Medical Holdings at 200 E. Laurel Avenue. It was approved unanimously by the Historical Commission on April 2.

 

  • Discuss approving an application for a fiscal year 2024 State Homeland Security Program for community preparedness and resilience.

 

  • Discuss approving an application for a fiscal year 2024 energy efficiency Community Block Grant program.

 

  • Consider approving paying Sawgrass Consulting for design and construction services for the remaining parking lot and road construction north of the Coastal Alabama Farmer’s and Fishermen’s Market near the planned pickleball courts.

 

  • Discuss moving ahead with a $1.1 million bid for the pickleball courts using impact fees.


  • Discuss approving the purchase of a radio and telephone recording system.
