Foley Council Meets Feb. 17 to Discuss Numerous Key City Projects

$688K bid for Pilgrim Street extension tops meeting agenda

Foley, Ala. – (OBA) – The Foley City Council will consider accepting a bid of $688,362 for an extension of Pilgrim Street from East Jackson Avenue to East Michigan Avenue during its combined regular/work session. The council will meet at 4 p.m. on Feb. 17 in council chambers at city hall.
During the joint regular/work session, the council will also:
- Hear a proclamation praising Virginia Burleson “for her outstanding painting of our historical snowstorm that took place on Jan. 21.”
- Read a proclamation declaring Feb. 22 as Arbor Day in Foley.
- Approve bills paid for goods and services Jan. 1-31 for $7.8 million.
- Accept a report on tax collections during January including $3.4 million collected in January or less than $1 million collected in January of 2024 and $1.7 million under budget projections. Foley collected $106,728 in lodging taxes in January or about $18,000 less than in January 2024 and about $32,000 over budget projections.
- Accept a report from Community Development which issued 23 building permits for single-family homes with a valuation of $6.9 million and one commercial permit with a valuation of $1.1 million.
- Hear a report from the police department showing 249 inmates were processed through the city jail in January. Crimes reported include 18 for shoplifting and 15 for simple assault domestic violence. Animal control received 16 calls for service in the month.
- Hear a report from the fire department showing crews responded 42 times to assist EMS crews, 39 times to assist invalids, 32 times to traffic accidents with no injuries and 16 times to traffic accidents with injuries. Crews were dispatched but canceled en route 19 times in January.
- Discuss an ordinance establishing the salary of the mayor and council members for the next council to be elected later this year.
- Consider declaring a parcel of land on State Route 59 in Loxley as surplus and selling the property for intersection improvements at the intersection of Hinote Glass Road and State Route 59.
- Discuss amending the pay classification plan for the Sports Tourism Department.
- Declare lights and fencing at Beulah Heights Park as surplus.
- Consider waiving fees for use of the city horse arena for the Jennifer Claire Moore Foundation’s annual Rodeo Queen Horsemanship Competition.
- Discuss approving expenditures to the American Library Association.
- Consider accepting a grant of $802,660 from the Highway Safety Improvement Program for pedestrian improvements. The city’s match for the grant will be $89,185.
- Approve bids awarded in January including $32,348 for baseball and softball uniforms to Gwin’s Commercial Printing for newsletter printing and mailing. There was no cost for bid in the meeting agenda.
- Declare certain property found or seized by the city as surplus including several bicycles.
- Discuss appointing Tyler Higginbotham to the Foley Historical Commission.
- Consider waiving fees for the use of Pine Street Park for the Foley United Methodist Church’s Lenten devotion hour on Thursdays March 13 through April 17 from noon-1 p.m.
- Discuss declaring a Ford F-150 truck from the Parks and Recreation Department as surplus. State Farm declared the 2022 vehicle with 9,878 miles on it a total loss and said it will pay the city $36,749 for the truck. The council will also hear a request for a replacement truck for the same amount.
- Consider hiring Sawgrass Consulting for professional services related to the fiscal year 2025 street resurfacing project with the total project cost expected to be $1.2 million. The project includes portions of County Road 24, Cedar Street, Brookwood Circle and Dogwood Circle.
- Discuss approving the installation of decorative lighting at Section Avenue along the Rose Trail by Riviera Utilities for $24,939.
- Consider declaring backpack frames, 16 masks and 32 cylinders as surplus by the fire department and donating them to the Crossroads Volunteer Fire Department in Bay Minette.
- Discuss a mutual aid agreement between the fire department and Naval Air Station Pensacola.
- Consider a resolution to waive fees for the Foley Civic Center. The proposed event was not listed in the agenda.
- Discuss approving solar lights at Caddie Circle in the Glenlakes Subdivision for $7,050.
- Consider approving a temporary signal design addendum for the Michigan Avenue and Hickory Street intersection project from Thompson Engineering for $5,500.
- Consider amending a resolution to purchase three message boards for the Street Department for $39,984.
- Discuss approving the purchase of a mosquito sprayer. Submitted bids include $19,856 from Azelis, $19,700 from Clarke Mosquito Control Products and $18,020 from Target Specialty Products.
- Discuss approval of the rendering of the safe room building and hurricane shelter for first responders.
- Consider returning a K9 dog Onyx “due to workability issues that have arisen with the dog” and paying $2,000 for airfare for the dog’s return and the new dog’s transport.

The ordinance, passed on April 15, 2025, amends the city’s Business License Code to prohibit most forms of commercial activity in these sensitive areas.
