Foley City Hall reports $3.8M in August sales tax collections

Foley, Ala. – (OBA) – The city council will meet in a joint regular/work session at Foley City Hall on Sept. 18 in council chambers at 4 p.m.


During the meeting, the council will discuss:


Recognizing Chief Warrant Officer Chuck Maglothin of Foley as the Veteran of the Month as designated by U.S. Sen. Tommy Tuberville, R-Florida. Tuberville’s office recognizes and Alabama veteran each month and Maglothin is the September designee.


Approving bills and expenses paid during August in the amount of $7.7 million.


Hear a report on sales tax collections in August including $3.8 million in the month or roughly the same collected in 2022. It is also about $700,000 more than budget projections. The city collected $365,264 in lodging taxes, about $14,000 less than August of 2022 and about $75,000 over budget projections.


A community development report showing the city issued 70 building permits for new single-family dwellings with a valuation of $22.5 million, new duplex permits for nine buildings for a total of 18 units with a valuation of $3 million and a multi-family project with 70 units for a valuation of $13.4 million. Three permits with a valuation of $4.4 million for commercial buildings for Empower Tool Rental, Mugshots restaurant and Allier Clubhouse.


A monthly report from the police department for August including a total of 240 inmates processed through the city jail. There were 79 arrests for misdemeanors, 13 for felonies, 54 motor vehicle accidents and 134 citations issued. Arrests include 21 for shoplifting, 17 for simple assault domestic violence, and 13 for simple assault nonfamily.


A monthly report on August from the fire department with a total of 249 incidents including 47 for invalid assists, 50 calls to assist EMS crews, 19 for motor vehicle accidents without injury and 17 motor vehicle accidents with injuries. On 26 calls to the department, crews were dispatched but canceled en route and eight other times arrived at the location and found no incident.


Approval of a liquor license for the new Raceway gas station and convenience store located at the southeast corner of the Foley Beach Express and County Road 28 South.


A resolution amending the purchase policy for the city which last amended on Sept. 6 of 2022 and is in need of updating.


A resolution for use of Heritage Park by Joseph Fowler and Big Fish Ministries to give away bibles and water through Dec. 31.


Accepting a Dollar General Grant for Youth Literacy for $3,000 to the library for the children’s department computer-based learning project with games and apps that promote learning in reading, science and math.


Accepting a donation from a citizen of a Quickscan 650 device for the police department to use to scan dogs for microchips.


Transferring from the municipal complex budget to the capital spending budget after the purchase of a commercial washer came in $7,000 under budget.


Memorializing moving a project for new lighting in the Railroad Museum exhibit hall from operations to capital projects because the cost exceeded $5,000. The funding for the project was provided through a grant from the Alabama Historical Commission.


Approving payment to the Baldwin Electric Membership Co-op for utilities relocation for widening, resurfacing and other improvements to the Foley Beach Express planned for the County Road 12 intersection.


Recommending grants for facades at the dental office of Dr. Lisa Miller and the South Baldwin Chamber of Commerce.


Transferring money into the Nature Parks Department to cover the cost of a John Deere ATV for $16,549. Originally, $15,000 was budgeted for the purchase and the request for an extra $1,549 to cover the entire cost.


Purchasing a 2023 F-150 Supercrew pickup for the Environmental Department for $37,018.


Buying a 2023 F-150 four-wheel picket for the Nature Parks Department for $41,367.


Authorizing the mayor to sign a contract with Lexipol for management software for corrections and law enforcement policies. Implementing and buying the software will initially be $59,391 with the annual renewal to cost $27,703.


Reappointing Ira Bates Jr. to the Housing Authority Board with the new term to last through Sept. 20, 2028.


Setting a public hearing on declaring weeds on a vacant near 780 W. Laurel Avenue a public nuisance and ordering its cleanup.


Setting a public hearing on declaring weeds at 311 W. Fifth Ave. a public nuisance and ordering its cleanup.


Approving fireworks for two dates at OWA this winter, one on Nov. 19 for the Christmas tree lighting and on for New Year’s Eve.


Approving an application for a grant from the Firehouse Subs Public Safety Foundation for $18,000 for a digital system to teach groups out to properly use fire extinguishers.


Appointing a council member to the Foley Education Advisory Board for Charlie Ebert’s term ending on Sept. 27. He is willing to serve another term, according to the council agenda.


A budget increase for the Marketing Department of $10,000 to finish out the FY 2023 fiscal year.
