Council to Review $978K Grant for Waterways and Shoreline Cleanup
Council to meet Aug. 20th to discuss key agenda items

Orange Beach, Ala. – (OBA) – Orange Beach will enter into an agreement with the Alabama Department of Conservation and Natural Resources to continue its shoreline and waterway cleanup efforts for more years with a Natural Resource Damage Assessment grant of nearly $1 million.
The city council will meet on Aug. 20 in a joint regular/work session at 5 p.m. in council chambers at city hall.
“The purpose of this Agreement is to implement the Alabama Component of the Reducing Marine Debris Impacts on Birds and Sea Turtles restoration project,” a memo to the regular meeting agenda states. “The City will utilize the funds to cover the salary/expenses of the current waterways & shoreline cleanup staff.”
The $978,640 grant program aims to reduce marine debris impacts on birds, marine mammals, sea turtles and oysters.
During the regular session, the council will discuss:
- The payment for goods and services for the city for $1.4 million from Aug. 8-21.
- A second reading of an ordinance amending the city’s emergency medical treatment and transportation services. The council will also take up a resolution on amending the fee schedule for emergency medical treatment and transport services.
- Approving a liquor license for the Southern Grind for on or off-premises use.
- Authorizing a contract with Brandy Reeves for tennis instruction services for city programs.
- Adopting a fiscal year 2025 transportation plan to the state as required to receive funding from the state’s new Rebuild Alabama gas tax passed in 2019.
- Authorizing the purchase of a video surveillance system for the Orange Beach Sportsplex from Vision Security Technologies for $97,941.
- Authorizing an agreement with the Garner C. Tampary Memorial Foundation for the second annual Merry Memories Tinsel Trail at Waterfront Park near the kids' playground.
- Contracting with Watermark Design Group to design bathrooms at the Sportsplex for $24,000.
- Reappointing Shawn Goe and Rusty Hart to the Fire Code Board of Appeals.
- Authorizing AECOM to do a speed limit study on State Route 182 or beach road for $9,000.
- Reappointing Mayor Tony Kennon to the Gulf Shores and Orange Beach Tourism Board of Directors.
- Contracting with ThreatAdvice for computer network endpoint protection and buying 15 units for a total of $360.
- Awarding a bid for a multi-station surveying system to Transit and Level Clinic for $58,058.
- A contract with MCCi to expand the Laserfiche system to process invoices for $9,427 to start the service and $1,122 annually after the first year.
During the work session, the council will discuss:
- Continuing its annual donation of $50,000 to the Alabama Gulf Coast Zoo.
- Reappointing David Dicharia, Ryan Long and Travis Shell to the Board of Adjustments for three-year terms.
- A contract with McCollough Architecture for $14,000 for design services for a pickleball bathroom building. The entire facility will be 980 square feet with a 784-square-foot covered porch with a total cost of about $450,000.
- Authorizing an Assist to Firefighters grant agreement with the Department of Homeland Security for $865,714 for portable radios. The entire cost is $909,000 and the city will provide a 5 percent match of $43,285.
- Buying the materials for a greenhouse for the Coastal Resources Department for $75,305.
- Approving a change order for the work on the Justice Center roof and fascia replacement with Green-Simmons to increase design pressures for $45,667 and increase the entire project cost to just under $1.3 million.
- Buying a video surveillance system for the golf center from Vision Security Technologies for $30,899.
- Authorizing an amendment to a grant from the National Audubon Society for $35,544 to extend the stewardship of the coastal Alabama beach nesting bird habitat for another year through Sept. 30, 2025.
- A contract with the Alabama Department of Environmental Management for the city to provide monitoring, permitting, inspection and regulation services. The city will be reimbursed $37,950 in the contract.
- Hiring Thompson Engineering to complete a stormwater master plan for Bear Point. Restore act funding will pay for 80 percent of the project with the city providing a 20 percent match for the $312,500 project.
- Setting a Sept. 3 public hearing date for Keel Storage located at 27103 Canal Road phase four addition.
